[New Instrument Name] check that name does not already exist in the UMILdb

When a contributor adds a new name to UMIL, UMIL checks that the name does not exist on Wikidata to prevent duplications.

• Need to implement check of UMILdb for possible duplicates not yet uploaded to Wikidata
