Modify Delete Functionality to flag 'Unpublish' instead of actually removing the entity

We don't actually want to delete anything, we should just flag a boolean to turn it off and on. If the trusted site disables a page, then turns it back on, we should just reuse the existing entity -- especially when we add in the telemetry data, this would be good and easy to keep
