Describe the bug

The PercentRange rate cannot be changed:
#Range the destroy rate will be min-max
of Angle and Fixing Dust.

I tried setting the Fixing Dust min rate to 20 and max to 50, then reloaded.
But when I went into the CE GUI to buy it, the dust still had a rate below 10%.
