[1.21.1] Rain Weather Issues

Weather2's rain doesn't seem to communicate to the game properly that it is raining, so weird interactions occur, such as Endermen walking freely during rain

I have had the same issue when trying to add compatibility for my torch mod. I couldn't find any part of the code that would determine if a block is in rain either.
