can't expand the same item twice in a row

When I click on an item, it expands, click again it collapses, click the same item again, it won't expand. If I click a new item, that one will expand and then I can go back to the previous item and once again it will expand.

However I can't expand the same item twice in a row. Any ideas what could be causing this? Is this an issue?
