Add tests for the CosmosDb environment

The CosmosDb environment is woefully under-tested (4.9%)

Perhaps use the Cosmos emulator to expand coverage?

Both the latest and vnext-preview cosmos emulators hang when used as a TestContainer. It's impossible to progress until we have a good implementation of the cosmos emulator that is actually usable.
