Government is defined in CCO as follows:
"An Organization that is the highest legitimate authority delimited by some Delimiting Domain and that exercises executive, legislative, or judicial authority in that Domain."
This raises the question of how to model rebel or insurgency governance following a conflict. We certainly speak of rebels/insurgents as forming "rebel governments" when they overthrow the government and subsequently take control of the populace. And it's arguable that they participate in some of the same acts of governance that normal governments do (or at least something approximating these acts?).
But military operations aimed at disposing of these "governments" are typically described as having the objective of restoring the legitimate government, which would appear to have the implication that the 'rebel government' is illegitimate. But if a government is a legitimate authority over some domain, if taken literally does that mean that 'illegitimate government' is contradiction in terms?
