Revision/build number must be always the same

AssemblyVersion should be always assigned to Major.Minor.0.0. Revision and build numbers should be always ignored to reduce binding redirect hell.

Full 4-digit version should be applied to following:

1. Package version.
2. AssemblyInformationVersion attribute.
