Upgrade Ruby version

We are currently using Ruby version 2.7.8, which has reached its EOL. This situation also impacts our Heroku environment, as we are limited to the Heroku-20 stack that reached its EOL on April 30, 2025.

The goal is to upgrade major versions by major versions until we reach the LTS version of Ruby.
