Write github action to relabel issues based on project board custom fields #1086
Description
Given an issue on a coursework repo
When I label the issue
Then the matching project board field is updated
When I change the board field values
Then the matching issues are updated
As a curriculum mentor, I want to organise many coursework issues on a repo and know my changes are reflected on the curriculum site based on labels.

As a curriculum mentor I want to make sure only my team can organise tickets this way and trainees and other people can't accidentally move my tickets around.
