military seabag does not spawn anywhere #82261

Describe the bug
There is no way to attain the military seabag in the game except through the debug menu.

Steps to reproduce
Check Hitchikers Guide or just reference #79465 to see it wasn't added to any spawn locations.
Expected behavior
I expect to be able to attain the seabag through normal gameplay.
