Streetcar Speeds Table Side Label #113

Should we add the side labels on the streetcar speeds table which was shown in the dashboard draft.
Otherwise, we could rely on the user knowing the month from the selector.
For the label, I would also stick an <h4> label on the top right corner of the table's container to tell the user if it is baseline or monthly data.
