API missing valuation_history property when empty #3
Description
Example: http://services.phila.gov/OPA/v1.0/address/877%20n%205th/?format=json&limit=30&skip=0
The above example includes 2 results. In the second one, the valuation_history property is missing, assumedly because there is no history in the database. Ideally this record would provide an empty array for the property.
