Description
We don't have user authentication, however, we do want some way to keep repeat abusers from posting invalid issues. In so far as citizens use the same email address when they're posting, we could flag certain email addresses. Requests where the citizen provides those email addresses could be assigned to a different category or staff member for special handling.
