Header: mayor's name should link to mayor's page

The "Mayor Kerry Thomson" link located directly after the city logo link takes the user to the homepage, but users would expect this link to load the mayor’s about page. In addition, the link contains a title attribute of "City of Bloomington, Indiana", which is not valid for this link.
