Description
Currently, meeting files (Agendas, Memos, Minutes, Packets, etc) must be uploaded to OnBoard, saving them on the server's hard drive. There are often cases where these materials are already available on the web.
One possible external file storage could be Google Drive. For instance, Agendas can be written in Google Docs and made public without downloading them and uploading them into OnBoard. In addition, Packet materials could be collected in a public Google Drive folder created just for one meeting.
We're heading toward wanting to use external (to OnBoard) document management for all files for the city. We will ultimately want to end up where OnBoard only needs to keep track of URLs to the files, rather than storing the files themselves.
We want to start implementing URL support for these files. OnBoard should support MeetingFileUrls that are typed, similar to the current MeetingFiles (Agendas, Minutes, etc). As a start, we should probably just implement a single type of URL, called "Supplementary Materials". However, we could probably quickly end up mirroring the existing MeetingFile types.
As we start supportign external document management, the plan would be to migrate the files out of OnBoard, into a document management system (Google Drive, OnBase, Laserfiche, etc). The MeetingFile entry would be replaced with a MeetingFileUrl as it's migrated.
