Legislation Types per committee

So far, we've only used legislation for a single committe (Common Council).  However, multiple other boards do produce legislation, in the form of Resolutions.

We want to provide a place for these boards to publish the Resolutions they write; but do not want to show them all the other types of legislation options.

The legislation types should probably be a per-committee configuration.
