Description
Currently, the offices are simple text labels on individual memberships. The text can be whatever staff feel like typing.
This leads to confusion, as the available offices for a committee are thought to be pre-defined. Staff expect a committee to declare the list of offices to be filled.
We should build a new system for declaring the offices that a committee has. We probably want to associate memberships with offices.
