How can I run it in my local Computer with ubuntu16.04?

0. Sorry to trouble. 
1. I read the README and try to run the application on my PC, but neither way can work. the '.env' file's infomation contain postgreSQL and AZURE.
2. I want to know, how many dependences sofwares the application has? And is it possible that I can run it in my PC? 
3. what "SENDGRID_API_KEY" is , how can I get the value?
4. can I run the postgreSQL in local?
