Remove dependency on PSPKI module

Current implementation of the WinRM commands rely on the PSPKI module, which is a 3rd party module.
This seems to be a restriction that some of the environments cannot apply.

It should be possible to refactor commands to not use PSPKI and the dependency will be completely removed, improving the integration.
