Possibly change getLayerPointsKML

Currently returns all segments that intersect the input polygon. The output could easily be limited to the area defined by the polygon by filtering on point paths and reconstructing the linestrings in python (may cut off segments). 

@jpaden, what should the behavior of this function be?
