Add maps

We are not using Google Automotive Services (GAS), which means that we do not have Google Maps to be used in the Launcher and Instrument Cluster.
AOSP only has a stub maps implementation which uses TextView and does not render a map.

Need to choose Maps SDK. Proposal: https://github.com/maplibre/maplibre-native

Need to host map data (need at least API key).
