Permalinks & Breadcrumb in Budget Explorer

within avb.js, is it possible to create permanent links for each of the budget drilldowns that could be shared externally (e.g. via twitter). Currently, the link generated if opened in another tab (for example: http://mapststarcsrv3/budgetvisualization/expenses/2016/t/26bfd1ff) just starts you back at the "home" setting in the js app

In order for this change to be useful and for specific budget sections to be more "sharable", you would also need to add/create a breadcrumb trail at the top of the app, to help you have context on where you are in the budget at all times.

after talking to Corey, it sounds like the fix would require the app to check the URL when loading and trigger an event based on the URL
