Validate input_state.json params #271
Description
The input_state.json is tracked, but the synthetic population file it depends on is not tracked. We still want to validate the parameters for this tracked file, so we need a new test that
- Exists in parameters.rs
- Reads input_state.json and validates the rest of the parameters without calling the model run
