How do I further troubleshoot the Intelligent Dispatching sensor?

I'm seasoned in these things generally but the terminology of HA is head spinning (devices, entities, integrations, automations, etc), but I think I am getting there.

I've got a first time HA setup on new hardware. My aim is to stop the GivEnergy battery discharging when the car is charging from my Zappi during the day.

I have Giv_tcp, HACS, this Octopus Energy integration, MQTT and the GivEnergy_Inverter_Control blueprint all installed, configured and working. Except the automation from the blueprint isn't being triggered during the day and as far as I can see, the signal it is waiting for never comes on.

The sensor "Intelligent Dispatching (A-Cxxxxxxx)" did turn on and off for the cheap rate period overnight, but has not come on for any of the multiple charge sessions today when the Zappi was enabled by Octopus. Manually refresh intelligent dispatches is set on as per the recommendation for use with the blueprint.

The logbook is silent today until I started uninstalling and reinstalling all the components.

I had misunderstood the purpose of the “Manually refresh intelligent dispatches” setting, thinking it was needed for this automation. It should not have been set.
