add navigation page for each 20xx page

Spec

• When user navigates to /20xx page, they now get a page that gives them the option to go to a list of links
• Links should include that year's archived site and that year's project archive page for now
• The folder structure should match the relevant url (e.g. /2023/site | /2023/projects)
