I cannot run the appliaction via localhost. The application has multiple Errors when I try to install it locally.

The documentation does not highlight any proper way to run the appliacation locally. When I try to install the application and run it via "php artisan serve", I cannot create the installation, the application keeps prompting "Network Error" and I cannot pass this part. There are errors when saving the database too. Am I the only one facing this issue, Because I have been trying to solve this error for two days. I have tried the tutorial and the documentation but I still run to errors when creating an installation. I honestly think, it a problem with the code.
