The Feature

Qwen models are pretty popular and high quality for Chinese content.
Alibaba Cloud provide Dashscope SDK to support multiple poplar LLMs including Qwen models.

Motivation, pitch

The Qwen models are requested by many users, e.g. #1297

DashScope already provide the OpenAI compatible API now
