Support for Azure AI Foundry Tracing

Azure has released a new preview feature to tracing LLM within the Azure AI Foundry. it would be a great if LiteLLM supports this.

Hey @D1lanZ this looks OTEL compatible, so should "just work" with litellm - https://docs.litellm.ai/docs/proxy/logging#opentelemetry
