Implement exponential backoff and retry for fetching images from the fileserver

Sometimes the image stat script runs in a timeout even though the fileserver is reachable the whole time. It's just slow sometimes

The http_client.py already has some of this already implemented. Now we need to test the parameters. We can create a load of load on the server by using wrk against the health endpoint.
