The ventriloquist dummy lets you speak in common even if your character cant.

If you have the foreign quirk you cannot speak or understand common as a basic gameplay mechanic. If you then manage to find a ventriloquist dummy, you can use it via the .r or the .l command to speak in common. You still can't understand it, but you can at least communicate one way. I don't think this is intentional.
