Testmerge feedback system

At the end of a round, when a testmerge is applied, give the users a prompt to leave feedback which gets recorded in the database.

This data needs to be viewable under a permission which can be assigned to maintainers.

But yes. This is very necessary. I've had 2 or 3 times now where feedback for my TMs was very much necessary but I had to hunt it through discord. Which doesn't even represent players in general
