Old Telemetry Injection in COSMOS 5

We occasionally download files from a device that contains a history of telemetry parameters that were not transmitted during normal operations. Is there a supported way to parse these files and inject them into a telemetry stream?

I can see #814 added features to make this easier but is there a tool or plugin that can take a "definition file" and a raw downloaded file and inject those parameters into the stream or is this something we would have to create?
