Uploading a procedures only gem / plugin

Hello,
I've been playing around with COSMOS 5 and I am liking the sleek interface however I wanted to know if it is possible to install a plugin that contains procedures and not define a new interface/target. I attempted to install the gem with the plugin.txt file blank and the procedures folder containing the scripts that I would like to populate cosmos 5 with. I was hoping for a procedures folder that isnt tied to a single target, for scripts that encompass multiple targets across separate gems

All procedures are organized into targets. You could create a target called SCRIPTS or SYSTEM for this purpose, and it could just include procedures.
