This PR adds a Carbon Tile for each section configured in dashboard config.

  • The mainDisplay of ClinicalLayout renders DashboardContainer which in turn renders DashboardSection for each section.
  • The DashboardSection needs to be extended to display controls
  • Temporarily, allergies and conditions display controls are rendered based on section name
