Add a vote goal system #110

Hello,
I am creating this issue to suggest adding a new feature to the "Vote" plugin, inspired by the monthly goal system that exists in the "Shop" plugin.
Currently, the Shop plugin allows setting a monthly revenue goal. Once this goal is reached, commands can be executed, which is a great way to reward the community. Visually, a progress bar shows the progress, like this:
I propose implementing a similar system but based on the number of votes. This would allow for:
- Defining a vote goal (e.g., 500 votes).
- Executing commands (via AzLink) once the goal is reached to reward all players.
- Adding an option to automatically reset the counter once the goal is reached. This would create a continuous loop of goals, encouraging players to vote regularly.
Unlike the Shop's goal, this vote goal could be permanent and recurring, which would motivate the community in the long run.
