Support new stable http semantic conventions

Http semantic conventions are now [stable](https://github.com/open-telemetry/semantic-conventions/tree/main/docs/http). 

Alongside the new http semantic convention [migration plan](https://github.com/open-telemetry/opentelemetry-python-contrib/issues/2453) in OT Python, support mapping new conventions to Azure monitor.
