[Core] Update Azure Regions in Region

Summary

The list of well-known members in Region has not been updated in some time and is missing some of the newer regions.

Scope

• Review available Azure regions
• Add missing regions to the Region type's list of well-known members

Success criteria

• The set of well-known members in the Region type contain all available Azure regions
• The set of well-known members in the Region type does not contain any regions without active datacenters.
