[BUG] Emoji do not display correctly on Android with Fluent Theme #19972

Describe the bug
When using an Android device, on an app with the Fluent theme enabled, emoji do not display correctly as part of inline text.
To Reproduce
To reproduce the issue, type an emoji in the Android version of the ControlCatalog sample.
Expected behavior
The expected behavior is to mirror the functionality on iOS and show the system emoticon for a given emoji character.
