Enhancement ChangePropertyAction

Goal is to make ChangePropertyAction, AOT a friendly

Steps

• Deprecate ChangePropertyAction

• Add new Class ChangeStyledElementPropertyAction like following:

We already have ChangeAvaloniaPropertyAction

Yes, but use reflaction and it does not support set ViewModel. For avoid the reflaction add IValueConverter.
