Currently, my company 13th Chamber is working on utilizing a system of bluetooth, I call it bluelink, that allows for true decentralized blockchains. To break it down simply, it works by downloading a unique code for whatever device you are using Bluetooth on that allows other devices with this unique marker to relay information to on the bluetooth devices creating a network without wifi.
