Meta: Patch stalebot to remove the tag when commented

Right now, stalebot doesn't remove the tag when someone comments on a stale issue. It would be nice to clear that automatically.

stalebot also doesn't run unless we have constant posts 👎 it gets shutoff after X days of inactivity
