Discord Notification Transport

We need more notification transports!

**Describe the solution you'd like**
Adding support for Discord users to receive DMs from a bot after they have joined a Discord server.

**Additional context**
Eventually, I'd like to make it so the bot can be invited to any server they want, but that would be for a later date.
