如何配置ipv6访问管理界面？

我在配置文件的第一句写了

# Listen host
host: "[::]"

# Listen port
port: 23366

但在运行时仍然显示

 http://127.0.0.1:23366
 (bound on host 0.0.0.0 and port 23366

显然我从本地也无法访问上
我能确保运行着的是这个配置文件
