Is your feature request related to a problem? Please describe.

We are trying to figure out how to send traces to Phoenix over grpc with TLS. We found this relevant post: #6469, but the solution terminates at the ingress / load balancer layer, which implies payload sent between the ingress and the service over the network unencrypted.

Phoenix can terminate TLS at the service layer.
