When NoChatReports is present I have to run the same "whitelist add mcname" command multiple times sometimes, 5 to 6 times until eventually it works. When it doesn't it tells me the player name does not exist.

Steps to Reproduce

Assuming it's reproducible by itself and not just in ATM10

1. Run server files which include nochatreport mod
2. try to run whitelist commands in console, some of them will succeed, some of them won't.

I've encountered this issue as well on Fabric for 1.20.1. I can't say for certain if No Chat Reports is the cause of the problem (I never made the connection, and this is a live server, so I'm limited in my ability to test it on my end), but I seem to recall the issue started occurring around the time I added this mod to our server.
