Description
On Some Android devices (e.g.: Google Pixel 7a) adding a margin to a control that contains a ScrollView causes the ScrollView to display a scrollbar and enable the scrolling behaviour even though there is enough space so that no scrollbar would be necessary. This was not reproducible on Windows or IOS.

The issue can be reproduced in the following App:
MauiApp2.zip

Steps to Reproduce
Open the provided App on a Google Pixel 7a phone or a comparable Android device.
Try swiping up and down on the MainPage.
Expected outcome: No Scrollbar should be shown and the content should not move.
Actual outcome: The scrollbar is visible and the content of the page is moving up and down slightly.
