PIA Auth Failure

Maybe someone can give me a bit of a hand here. I've had a PIA account for a while, locally on my windows boxes I can login no issues. PIA auth fails during the docker build. Thoughts? The password has special characters and I've dropped in double-quotes around the pw. For the life of me can't figure it out.

.env has PIA_USERNAME=p(numbers) : PIA_Pass="mypasswordwithcharacters"

The more I investigate the more I think this is somehow a connectivity problem, perhaps and issue with port forwarding on my end.
