FR: Add way to toggle or disable globally

There's a strange interaction between this plugin and Snacks smooth scrolling. It's very hard to define an exact repro, but occasionally, navigating past a certain point in the file will automatically scroll all the way to the bottom, even if that is not intended. And the only way I've been able to solve that is to either disable Snacks smooth scrolling, or to uninstall your plugin.

I'd like to be able to keep this plugin, and keep Snacks smooth scrolling on. So, a solution if I can't fix the root problem would be to make it so that this plugin could be toggled. You already have code that checks whether it's disabled for a specific filetype; the idea here would just be to extend it so that it could be set globally.
