How to encode relationship into ingest metadata

My suggestion:

Since the RIS file is listed in the metadata.rdf, wouldn't it be more straightforward to encode this within the RDF? Either

    <rdf:_1>file://root/project/citations/APP_8_2_123_53.ris</rdf:_1>
    <rdf:type rdf:resource="http://www.w3.org/1999/02/22-rdf-syntax-ns#Seq"/>
    <datacite:relationType>IsSupplementTo</datacite:relationType>
  </rdf:Description>

or following the datacite schema replace the RIS file with

<datacite:relatedIdentifier relatedIdentifierType="DOI" relationType="IsSupplementTo">10.1257/app.20140362</datacite:relatedIdentifier>

and possibly in general

<datacite:relatedIdentifier relatedIdentifierType="DOI" relationType="IsCitedBy">10.1257/app.20140362</datacite:relatedIdentifier>
